Perhaps they're in preparation for a large scale terror event here?

There will be looters and things.. Perhaps sick people.. poisoned by radiation and such?

I read after the SL1 accident, they had to bury the victims in lead.. Because even their corpses were dangerous.

You may have disaffected muslims siding with their brethren overseas. (Religion is a very strong bond.. It doesn't respect borders)

Various groups trying to take advantage of the chaos? Networks of spies in the US who would go active and feed into such an event? Vampire zombies?
