Sure there is since most of CA doesn't issue concealed permits. It forces law abiding citizens to become law breakers just to be able to protect themselves.

I don't know anything about issuance in CA, but open carry of an unloaded pistol doesn't strike me as a protective practice for life and property. I hear ya, though. It's just one more piece of legislation in the relentless tide.
