I don't know anything about issuance in CA, but open carry of an unloaded pistol doesn't strike me as a protective practice for life and property. I hear ya, though. It's just one more piece of legislation in the relentless tide.

In fact, I can almost see some legitimate sense in this. It's practically a way of saying, "steal this shit; it ain't loaded".
