All that needs to be done is require people receiving unemployment or welfare to report for work at the county barn at 8am every day. Put them to work cleaning the streets, public buildings, libraries, police stations. cutting grass, painting, etc. The number of unemployed would drop drastically, it would be amazing to watch them find jobs if they actually had to work for that unemployment check.
Our city has inmates from the local jail doing a lot of that.
