Because it doesn't work.. This is part & parcel of the broken windows fallacy.
It worked for my grandfather and for countless other American families. Instead of standing in bread lines, they went back to work and earned their keep. And no one's for deliberately breaking a window just so it can be fixed. The jobs created should be for real things that need to be done. There are plenty of potholes that need to be filled and bridges in disrepair that need to be fixed without deliberately vandalizing them.
