Because I've also seen Perry claiming W encouraged him to run.

With the bullshit backstabbing Rove has already shown himself capable of? I have no doubt he's out for blood to settle a score against Perry. He knows that he'll be marginalized if Perry wins. Perry doesn't seem to reach out to political foes, even if they are in his own party.
