If they ain't getting the same results.....then they must not be equal somehow. Thus.....we gotta have Big brother Fed step in and 'fix' that.

It's insanity isn't it.

It's perfectly sane, if you know why they are doing it. It's all about controlling the message to every child and making sure that they can dole out the money where they see fit. We can't have those silly parents in Tarrant County deciding their children's curriculum, can we? Much better to have some guy in Washington D.C. creating a one-size-fits-all approach, because that ALWAYS works, right?
