I know what i aid,,,and yes, no one can FORCE a parent to do it...but we CAN open a CPS file on the parents who opt out...and we should..IMO
So then, it would cease to be voluntary..simply because parents would not want CPS in their lives. ( who would?) they would agree to have their daughters receive it.

It's no longer voluntary, but mandatory Saara.
