Just like States don't HAVE to follow federal regulations, but if they dont, they lose higway and medicaid funds...sometimes you have to create a catch 22 to get the stupid to do the right thing...and it is not exclusivly "liberal" by any means...Republicans in fact, invented the practice with the selective service laws
