Just like States don't HAVE to follow federal regulations, but if they dont, they lose higway and medicaid funds...sometimes you have to create a catch 22 to get the stupid to do the right thing...and it is not exclusivly "liberal" by any means...Republicans in fact, invented the practice with the selective service laws

No matter what party does it, it's wrong headed thinking.

And what about the Selective Service Laws?
