I remember a factoid from during the Reagan Administration that most of his advisers and cabinet were from that particular group. Seems it wasn't just Reagan that consults and employs heavily from that group.

Look into the history of that group.

That is PRECISELY the sort of group I am thinking of..

Nothing overt.. It's not like they sit around cackling and wringing their hands.. But, still.
