MOST OF THE AFFAIRS, AMUSEMENTS, AND DUTIES OF DAILY LIFE ARE THE RESPONSIBILITY OF PRIVATE CITIZENS, AND DEFINED BY THEM.

Which foments regionalism, power bases which may or may not have the rest of the country in mind, local tyrannies, widely varying degrees of education, non standard law enforcements, religious encroachment and more.

One of the reasons why our government works this way and protects freedoms is that it does spell it out.

Sorry but I disagree. The Federal government must be the strongest and be able to break up local power bases, think FBI vs mob.
