I googled that.

I couldn't find any links to tech workers that like being killed, robbed, and raped. So it's unlikely that there will be some surge of Techies to detroit.

There wont be any surge. There wont be anything new. The damage to the area and to this country will take a minimum of three generations to effect a remedy.
