THAT'S WHAT I WAS THINKING... THEY OBVIOUSLY NEED MASSIVE BUDGET CUTS.

And look who controls the budget? What I think should go down is adquate research. There is actually no use in them spending all this money. The only programs worth researching at the time aren't that much of a cost. Budget cuts will certainly be adequate.
