Who's obama trying to pay off with this one? I dunno.. Minorities use public transit heavily. It could be contract steering. Ideological bent. Hard to say with that idiot.

But what troubles me about this is, he's saying it.. When anyone else in his shoes would be hiding under the Resolute desk in shame.
