Sounds like the OPPOSITE of "accountability" to me.

It is the opposite.

He talked about 'empowering' teachers and administrators...and crediting that 'empowering' as the reason for the higher numbers.

Basically, he allowed teachers and administrators in the educational system, to fudge numbers, and lie. Then stood back and said 'see! my system works! More are graduating!!!'.

It's beyond belief that people put up with that shit. And it's pathetic that parents aren't up in arms about it. Ah well, the Mighty Television will provide those missing areas of education...no big deal I guess...
