Furnaces are not expeditious.
You don't have a lot of options. If you don't kill them, then you are going to have to put them in prison camps until the conflict is over, or until they can have a trial. All of that costs LOTS of money. Again, if hey are TRULY a threat, why go through the expense, unless you're making an example of them.
