China and Russia are each responsible for 6% of global military spending (for a total or 12%) whereas the US is responsible for 46% of global military spending.

Now what were you saying about "threat levels"?
Revenues are rising in both countries, and they are on the rise while the U.S. is also on the rise, but are being hit hard by rising debt. They must realize at one point they can't keep up.
