It's the Men's Department of the Navy

And to be clear, the Marine Corps is part of the Department of the Navy but not part of the Navy (as in the military branch).

I was originally going to reply with:

To be clear the Marines are the penis of the Navy, since the Navy is a bunch of pussies.

But I like Navy pukes and don't want them to go cry in their bunks.
