10 downing st is like a mile and a half away, and constantly guarded by cops

Yeah, but it's really not that far off the main street. There's definitely a very slim chance that you could hop the fence and manage to get a few drops on the door before they taze you. I couldn't tell if the street was completely fenced in or if there was still a pedestrian entrance.

The alternate plan would be to piss in a bottle and lob it at 10 downing.
