Yes, he did actually say it. Maybe if you paid attention to what he says and does you'd be in a better position to judge what he says and does.

He made several overtures to senate Republicans in the beginning, offering compromises that pissed off a few Democrats. He made some speeches offering vague compromises that vanished but as soon as his base whined at the very thought. No actual compromises
