Maybe just pass a law requiring those who skip out on emergency room bills to have their wages garnished?
**** that. Many of the people who visit emergency rooms without insurance are just like you; what hope does the hospital have of recovering its money from Freddie Freeloader?

Hospitals have payment plans. Why is it so destructive to make payments on a prior health care expenditure as opposed to paying into a pool that you may or may not draw from in the future?

Hospital payment plans are a joke. In actuality, people like you have the hospital over a barrel. I'd like to know how exactly you plan to make payments on a 200k trip to the ER after falling down the stairs when you can't even pony up a couple of hundred bucks a month for catastrophic insurance. If you want the right to go without insurance, I want hospitals to have the right to let you die on the street.

I've paid cash for what limited health care I've needed over the last seven years I've been without insurance.

So drunk drivers who don't hit anybody should be allowed to go on their merry way?

And would pay for whatever need I had in the future. I'm not a drain on society.

I have absolutely no reason to believe that you would pay in full if you needed extensive emergency health care. As with most people in your situation, you would probably work out a deal with the hospital to pay a fraction of the full cost, assuaging your conscience while still forcing those of us who take responsibility for ourselves to bail your ass out.
