First sentence of article disagrees with you.

"BARACK OBAMA has said that he does not want to dwell on whether the CIA previously tortured prisoners during interrogations in secret prisons overseas."

Of course you may be so naive as to think Holder does whatever he pleases (without Obama's blessing ) on this particular issue if you are so inclined.

I can repeat my previous post, but what'd matter if it isn't read in the first place... President Obama didn't have 'a change of heart': he'd prefer it if this thing would go away, but as one well versed in law he knows that it won't; so G.W. Bush's heritage will haunt his presidency in more than one way.
