So they'll never improve because random vicious crimes is the norm of any society, regardless if it's race based or not. You might as well dream of one day watching Elves prancing in the woods if you have your standards that high.

Random vicious crimes based on ethnic hatred are not the norm in most societies. Maybe yours. Feel free to find one instance in Peru where a couple was killed because they married a White or a Black person.
