What is your definition of "touchy"? This probably varies from country to country. Worldwide I'd say that Muslims are the touchiest for obvious reasons.

In the US, Aframs would be the touchiest. It's the only group I know of that has large scale ethnic group based violence in retaliation to real or perceived prejudice (ie the LA riots, or Trayvon Martin retaliatory attacks). Many people are predicting that there might be new Afram riots as a result of the trial around that case.

Even on an individual level, Aframs are often prone to perceiving day to day activities as being discriminatory against them which can produce a volatile reaction not seem in other ethnic groups.

Sorry to sound un-politically correct but this is the reality in the US.
