The countries you have mentioned are not of same racial stock.But it doesn't have to do with race much.Think;med europeans created hellenic and roman civilization when germanics were simple barbarians.But then germanics and brits got the upper hand.It is a complex result of historical and geographical conditions.

If we compare eu to africa,It is debatable there are genetic differences or not.
