Well, there is two ways of looking at this. There is the Sowell way and there is the Cinderella way (she's a poster here).

I think Sowell's trilogy on culture hits all the buttons. The reader reviews at amazon for his first of the three books doesn't explain it as well as I would like but I found one that is adequate enough. I'm too tired right now to be all intellectual and stuff.

Is it genetic? Look at the British, French, Spanish/Portuguese, Germans, Italians, etc... and then look at Estonians and Latvians and Belorussians.

No it not genetic. Black man can be British, French, or Catalan. You need only speak language and love country and everybody think you Catalan. Do you want to be Catalan? Spaniards call us Polacos. So you can be Catalan if you like.

Same race yet totally different levels of innovative output. Why? Look at Europeans as a whole and compare their collective creative output to that of Sub-Saharan Africans. There's no comparison. Why? It because they have no Newton. If they move to England or Catalonia they have Newton but no Newton on Africa. It sad story.
