Germans because they fit more the caucasoid spectrum, quite a few swedes have lappid/uralic strains. If the question is who is more white looking refering to who looks more northern in average then the answer would be swedes.

Genotypically or phenotypically? Phenotypically, I would say Swedes. As for genotype, I don't know. I associate Scandinavians and Icelanders with the epitome of whiteness. Not really Germans so much.

A lot of icelanders have very infantile features, very round faces, little noses and in cases even sort of uralic/lappid strains, definitely not extreme caucasians. The same applies in many cases to swedes and norwegians.

Im sure bavarians are not as "white" as swedes (using the logic the more northern european the more white that some people seem ti believe.) on average but some groups like east frisians are as blond as swedes and metrically much more extreme caucasians (bigger/sharper noses,longer and narrower faces on average and even probably taller people)
