Under chavez Murder rates Soared. Paracas has a murder rate about 3 times higher than Colombia.
& is the highest murder rate in the world of any city.

Cultures evolve differently because of different historical circumstances. It has nothing to do with testosterone levels.

How would testosterone not play a role?

Look at how Testosterone & Estrogen played roles in Female vs Male Society world wide.

A Higher level of testosterone would lead to a different path in culture.
