Because the formation of a culture is a complex thing that depends on environment and historical circumstances and is not dependant on eventual neglible differencies in levels of hormones.

Try to read some cultual anthroplogy, then you will understand.

A culture is a super organism.

Of what? People.

If there are more than too many violent people. The culture will reflect that in violence.
Just like if there are more Intelligent people. The culture will reflect that in intellect.

Such as Prison.
Prison has a Violent culture. Why? Because it has alot of violent people there. Whicch just magnifies the Violence of the Prison culture.

Despite an iron fist trying to keep order in law enforcement trying to SHAPE the culture of the prison.

Prison still has a violent culture.

Why? because it reflects the people in prison & their level of violence.
