The United States has a high abortion rate as well despite widespread availability of contraceptives. In the case of ex-communist states, the research I have read in the past suggests that subsidized health care, discouraging of larger families by communist authorities, and lack of contraception due to quotas on production led to abortions becoming commonplace.
