Is Norway's immigration population similar to Swedens? (Kurds, Turks, Assyrians, Somalis, other SSA's, Chileans).

How tough & vigilant is law enforcement? If its similar to Spain's (as per what I've been told) then they need to start getting alot tougher when dealing with the usual minority of thugs that accompany the waves of regular honest immigrants.
If this happened in some third world country (and I'm not suggesting they start acting like a third world country) some of those rapist would be the target of mob violence.
