Unfortunately, the education budgets have become so bloated over the years because people assumed that the problem was that they weren't funded correctly. They already threw money at the problem, so now since it obviously didn't work, we don't need to fund at those levels. It is basically hitting the restart button by undoing the damage to the budget and taking a new approach.
Shouldn't they take a new approach before cutting funding?
