From what i heard the current situation in Dubai seems dull. Qatar is more promising and a lot more Job opportunities.

As for transferring the money. You don't have to close the account. Usually most of the bank accounts have Netbanking. So you can transfer the money to your new bank online. Ask the bank if they issue international debt cards, just to survive till you get a new account.
