I did ask a scholar about this, he told me to contact Shaykh Nuh Ha Mim Keller directly regarding the meaning of the sentence in Reliance on the Traveller. I don't know how to do that. Looking at the board, it appears that it is punishable via payment of blood money but to whom? I feel like we're missing something here.

No not blood money can be paid if the parents kill the children. Or similarly if there are no relatives of the murder victim, I think a ruler or governor would decide on a punishment. It does not mean that they get away with it at all.
