It just means there is balance in the heavens, all of it is in the power of Allah. If there was imbalance life on earth would not be possible. The moon affects many things on earth as does the sun...they work perfectly doing their work for thousands of years. Its not like a giant watch (machine) where it just does things, ticking and moving cogs at every moment they are kept in orbit by Allah, if this was not the case...it would all collapse.
