Atr is Sunnah, as it was used by Rasulullah (Sallallahu `Alayhi wa Sallam), the Sahaabah-e-Kiraam (Ridhwaanullahi `Alayhim Ajma`een), the Tabi`een and the Atbaa`-ut-Tabi`een (Rahmatullahi `Alayhim). So the use of it brings Thawab.
As for using it in a office; the Kuffar that I know have never found the smell of Atr to be too strong, and some of them even like it. But some won't, and also I know some Muslims who can't take the smell of Atr (or any strong perfume) as it gives them migraine. So this should be kept in mind, and the person should not go overboard in the use of it depending on his environment.
Even if the person does use aftershaves and such things, he should still try to follow the Sunnah of using Atr, even if he only applies a small amount.
