Yes it is allowed to pray 4 rak'aat tarawih in 5 sets. See Baheshti Zewar and all books of fiqh.

This is what Mufti Husain says in this thread:

The mas'alah is discussed in most Hanafi fiqh works. The ruling is that the salah is valid, however this practiced isn't preferred due to it being contrary to the Sunnah method of performing Tarawih in cycles of two.

And Allah Ta'ala knows best

It would be contrary to the sunnah, so its best to pray in cyles of two.
