He said that it is very inexpensive to live there and recommended that should live in Islamabad.

with your retirement money in dollars yes that is correct.
I mentioned to him that I would like to teach English part time; maybe from my home.

He said that it would be easy to get students.
he is correct. make sure you teach them something about practicing Islam as well.
The one down side is that I really want to learn arabic; and in Pakistan they speak urdu.
you are in luck. international islamic university is in islamabad. search on google for IIUI.
But on the plus side, I want to marry a niqabi muslimah; and he told me that there are plenty of niqabi sisters looking for a husband.
that is also correct except they aren't looking in such a desperate way. there is severe dichotomy in islamabad. one side: extremist liberal women. other side: practicing muslimahs wearing niqaab and learning deen.

bear in mind: in a few years after the expulsion of NATO pakistan will be under siege by the taliban. according to our ulema pakistan and india are both dar ul harb and the opponents of Muslim fighters in ghazwa e hind. so just understand that perspective too.
