Praying Sunnah prayers at home is better than praying them at the masjid so that may explain why you don't see many people praying sunnah there.
The 2 nawafil of dhuhr, 4 rak'ah before 'asr, 2 nawafil of maghrib, the 4 before 'esha and the 4 (2+2) nawafil after 'esha which you have written are NOT muwakkadah, they are
ghayr-muwakkadah
ie the Holy Prophet
occasionally performed them (save the 4 before 'esha which are not reported in the ahadith). If you omit them regularly you are NOT sinful, although obviously best is to pray them.
The sunnah muwakkadah should be prayed and one is sinful if it is omitted regularly according to the hanafi madhhab.
Muslims from other madhahib also pray the sunnah muwakkadah, they call it al-sunan al-rawatib and it may not be sinful to miss them but it is usually seen as a defect if one omits them regularly.
