1. This quote shows that jihad CAN become Fard upon the ENTIRE Ummah otherwise why would it have been discussed?
2. Since people HAVE been lazy and indolent and left jihad, and the help of Muslims from lands from all over the world is needed and has been needed for CENTURIES, not just decades, applying this fatwa means jihad is Fard Ayn upon all.
