He never retracted 15 degrees.

He was unsure about it. Why else would he think about 18 degrees then? Moreover, did he tell the masses to stop fasting at 15 degrees or 18?

He clearly stated that Isha should be prayed on 18 degrees. And Fajr on 15 degrees to avoid difference of opinion.
