I do not see the ع, maybe I'm not looking in the right spot. There are small boxes to the sides of the text, perhaps these are the ruku markings? The marking I'm talking about can be seen to the right of the text in this picture:

Brother ibnummabd is right...the ع markings are on asian copy of quran, the arabian copy doesnt have ruku markings rather the arabian copies dont have even all harkaats at various places since arabian people know arabic and harkaat (zabar, zeer, etc) are for ajmi (non-arabic) people...!
