you can pray qaza dhuhr during fajr time no problem, your goal is to pray your qaza salah as soon as possible so as not to run the risk of dying with a missed salah in your account. you can pray any qadha salah anytime except during the three mentioned times.

you read the complete salaah before the other salaah starts

for example

you miss zhur. then you can read the full zhur salaah before asr, after asr its qaza

thats right???
