The hidden agenda can be understood if we read carefully Albert Pike's letter . In the same article , the following explanation is given.

This sudden turnaround seems like another example of a manipulative old ruse; wherein the elite owned media and politicians set people up only to knock them down.

Pike continues in his letter:

“Meanwhile the other nations, once more divided on this issue will be constrained to fight to the point of complete physical, moral, spiritual and economical exhaustion…”

Can we take this to mean that communities were intended to be fractured through mass immigration, transforming formerly homogeneous societies into potentially volatile mixes with the influx various races and faiths.
