I agree with that he is merely doing outreach. If you think covering up these models with niqab should be given preference over accepting tawhid, learning the religion and lloving it, then something is wrong with your understanding. The rules of forbiddence of alcohol and hijab came later in the stages of revelation. And Quran teaches that Quran was revealed gradually so that we understand it better. So gradual learning is a key to understanding rather than just expecting women who born aand raised aa certain way to ssuddenly wear a niqab next day.
