there is no compulsion in Islam, according to the Quran.
we cannot force someone to cover her head, or serve his/her prayer. but we can teach them the love and fear of Allah, we can teach the Quran, beauty of Islam, and the great insirah Allah gives to hearts when you love and live by Islam. and after the love of Allah and beauty of Islam & the Quran fills in the heart of a person, then he or she will naturally start living by Islam.
