Islam is about submission.
Or obedience.
Obedience to the law of the country comes as a package deal.
Traffic law is in it. We should obey traffic rules.
Like stopping at red light and moving only when you see the green light.
In India and everywhere in Asia (barring places like Singapore of Metros) people do not care about red light. They just move on as they wish.
Hazrat Shak Abrar-ul-Haq Sahab Haqqi (RA) was my grand Shaikh.
He was particular about his associates following law of the land.

I hope this squares the things.
My take on the anecdote was more with the angle of ' Mindless Acquisition of Information' .
What you said is 100% correct though.

What I got from it is how so many people try to understand Islam through
Ilm ' knowledge' ( which is important ) only , They go through the motions just like athletes go through the motions to gather a muscle memory . Your told to learn this do that and memorize such and such and follow a certain dynamics in you philosophy.

Even after living their lives like that for years they might end up doing something haram . Even with individuals who follow the sunnah perfectly in their outward ( zahiri ) life , I myself felt something is missing .

Its the heart , as mentioned 'Taqwa' . Got me thinking what ' Taqwa ' is in reality .
Is being a person with faulty Ilm but more Taqwa better then being someone who obsesses in perfecting his Ilm but don't give attention in building up Taqwa .

Gave a whole new meaning for me for ' Mindless Acquisition of Information ' .
