Ok so Allah is not the giver of evil in any sense ?

all evil is when human beings or jinn act in defiance of or disobedience to Allah with the limited free will that he has given them.

Also darkness, is it true it wouldnt exist if there was light everywhere,

yes physical darkness is just the absence of light

however spiritual darkness is something very different

also a blind man may be in a room full of light, but because his eyes don't work he cannot see any of it.

and similarly, evil wouldnt exist if there was good everywhere, (as there is good everywhere, except for disbeliving mankind and jinn) ?

Brother you are trying to over simplify things with this analogy and it could lead you into confusion.
