Zakat is not tax based to revenue government for secular activities like roads, hospitals, technology, universities, elections, infrastructure e.t.c. I would have thought its mainly for interpersonal charity I think.

Zakah is not just personal charity. The goverment is involved in Zakah, case in point the Riddah wars fought by Abu Bakr (ra) because some tribes refused to give Zakah.
